The Water Utilities Department is responsible for providing safe, reliable water service to the residents and businesses of Frost. Our team oversees water distribution, system maintenance, meter reading, and billing to ensure that every household and business has access to clean water.
We are committed to maintaining the city’s water infrastructure, responding promptly to service issues, and supporting conservation efforts that protect our shared resources.
Whether you need to start or stop service, report a leak, or have questions about your bill, our staff is here to help. We encourage residents to stay informed about water usage and to reach out with any concerns or service requests.
Utility Billing & Past Due Accounts Policy
Billing Terms:

Water service is billed monthly. Bills will include charges for water, sewer, and trash services where applicable

Bills are due upon receipt. If payment is not received by the due date shown on your bill, the account becomes past due.
Past Due Accounts:

If an account becomes past due, the City will send a reminder notice.

Past due accounts will be disconnected from service on the 25th of each month.

Residents needing additional time to bring their bill current can apply for a Deferred Payment Agreement at City Hall.
Payment Options:

Payments can be made in person, by mail, via the drop box, or online through the City’s payment portal.
